The General Assembly comprises all the members of the Council mentioned in article 7 of law 105.12 pertaining to the Higher Council for Education, Training, and Scientific Research. Its Missions include:
- Deliberating on all issues submitted to the Council by HM the King, the government, or parliament, as well as all issues automatically included in the Council’s agenda.
- Adopting the draft of the Council’s annual action program and its draft budget.
- Deliberating on the draft policy advice, opinions, reports, and recommendations submitted by committees and special working groups.
- Electing its members in the Council bodies.
- Setting up ad-hoc committees or working groups upon the President’s proposal to study a specific subject falling within the scope of his missions and responsibilities.
